the difference between a story objective and a concrete goal is a concrete goal is a specific way of achieving a story objective. for example buck decides to become the owner of the doohickey is a story objective, and buck decides to break into sam's house during the day while Sam is at work in order to steal the doohickey is a concrete goal. there is no cut and dried line between story objectives and concrete goals. the character must become committed to a specific concrete goal or you will have story problems.

Obstacles to committing to the concrete goal necessary to solve a problem.
